On July 1-3, 2025, Indonesia Corruption Watch (ICW), together with the Semarang Regional Center for Research and Information (PATTIROS) held a training on the use of opentender.net in Semarang City. The training, supported by the Open Contracting Partnership (OCP), was organized to strengthen public participation efforts, especially among young people, in overseeing public procurement, especially in Semarang City.

The 10 participants, who came from student groups, had the opportunity to discuss directly with the Director of Legal Issues Handling of the Public Procurement Policy Agency, Raden Ari Widianto. In his presentation, Raden Ari discussed the overview of public procurement and the potential for corruption, as well as the mechanism for submitting public complaints.

Meanwhile, ICW's Head of Legal and Investigation Division, Wana Alamsyah, facilitated the student group on how to supervise the procurement process. One instrument that can be used by the public to monitor is opentender.net, in collaboration with LKPP. The platform, developed by ICW since 2012, serves to facilitate the public to prioritize procurement packages that have a high potential fraud risk score.

With this training, participants are expected to be able to identify potential fraud that may occur during the procurement process. In addition, participants are also able to report complaints to the opentender.net channel, which has been integrated with LKPP's electronic complaint channel.

The Semarang City Inspectorate also strengthens public participation efforts in Semarang through Semarang City Inspector Decree Number B/4461/000.8.3.3/X/2024 related to Standard Operating Procedures for Handling Public Procurement Complaints at the Semarang City Inspectorate. This regulation is expected to provide time assurance, so that the public can know when their complaints will be responded to and followed up by the Semarang City Inspectorate.
