ICW Reports Alleged Corruption in TVRI to KPK PDF Print E-mail

Indonesia Corruption Watch (ICW) has again reported alleged corruption in the procurement of broadcasting equipment in state-owned Television Station TVRI to the Corruption Eradication Commission (KPK). The government lost up to Rp15 billion in the procurement of OB vans and satellite news gathering (SNG) vans by TVRI which was financed with funds from the 2004 Public Service Obligation budget, said ICW Vice Coordinator Danang Widoyoko at the KPK building. TVRI had signed a contract worth Rp16.47 billion with PT CLP for the purchase of OB vans in July 2004. However, according to our investigation, the market price of that equipment was only Rp8.8 billion, so there was an indication of a 86.3-percent markup, said Danang. For the purchase of SNG vans worth Rp16.3 billion, TVRI had signed a contract with PT AM in December 2004, he said. But we checked in the market and found out that the price of the equipment with the same specifications was around Rp8.8 billion, so there was a mark-up of 84.3 percent of the spent overall budget, he said. The State Audit Board (BPK) had found similar indications of embezzlement in TVRI, although BPK`s findings gave different values, Danang said. On TVRI`s income from advertisement, AGB Nielsen Indonesia reported that TVRI had collected around Rp294 billion during the period of January-December 2004. However, TVRI claimed that they had received only Rp24 billion from advertisements which mostly were given big discounts of 91.55 percent on the average. ICW questions the policy of giving such huge discounts for advertisements. Because of the policy, TVRI could not achieve its income target in 2004 and had even lost some Rp404 billion, he said. ICW had earlier reported alleged corruption worth Rp7.22 billion in the procurement of mini-DV camcorders.
